The Standing Group (SG) was made up of the French, British and US representatives, who acted as Chairman on a rotating basis. It met weekly from October 1949 to June 1966 and each meeting resulted in the publication of a RECORD-SG document. Meetings dealt with issues raised by: -the SG working groups, secretariat, committees and agencies, -the Secretary General, the Council and the civil committees, -the Military Committee (MC/CS and MC/PS) and senior commanders.

The issues dealt with were of a military and organizational nature, in particular:
- the review of defence planning and force requirements,
- the preparation of military exercises,
- the organization of regional area commands,
- the establishment of new SG working groups or agencies,
- the management and protection of information
For all these issues, the SG published its decisions (approval, revision, request for further study) through decision sheets (RECORD-SG) drafted by the SG/MC secretariat.
Furthermore, the secretariat passed on SG instructions to SG working groups or agencies and to senior commanders through: - memoranda (SGM),
- proposals for memoranda and messages (SGWM)

RECORD-SG documents relating to formal meetings have a reference: the acronym followed by the number of the meeting (e.g. SG-7th MEETING).
RECORD-SG documents relating to informal or special meetings have no reference.
