Scope and content

A draft document was covered by an IMSWM and issued to the MlLREPs by the IMS. The covering memorandum explained the background and specified clearly what action the MlLREPs were asked to take. A target date for replies was quoted and, to give adequate time for consultation with National Authorities, this was not normally less than six weeks from the date on which MlLREPs received the document. If the normal period of six weeks for reply was not practical, then a shorter period was specified with the reasons for the "short suspense" explained, normally in the last paragraph of the covering IMSWM.
